Curiosity regarding drivers and barriers to Dutch-American co-operation concerning technology start-ups, and a lacking theoretical framework to analyze such issues, led the Dutch Ministry of Economic Affairs to ask for a study on bilateral entrepreneurship. For this study I developed a model that can be used to identify factors influencing international co-operation in technology sectors. By using the model it is also possible to make policy recommendations that are customized for each of these factors. I used this model to advise the Ministry of Economic Affairs on how to facilitate co-operation with the US in the area of technology start-ups, which is described in the report ‘Building Bridges to the Bay Area, Stimulating international co-operation in technology sectors: A framework based on ‘Co-operative Distance’. The report was also basis for a paper written for the European Commission’s ‘Conference on Corporate R&D’ to be held in Seville, Spain on October 8th and 9th.
